Governor Scott Signs Florida Sober Home Bill

Rick-Scott-Florida-Governor-jpg1Wednesday, June 10, 2015, the “Florida Sober Home Bill” (HB 21) crossed the last hurdle by achieving Governor Scott’s signature on its way to become state law, effective July 1, 2015. This voyage began in 2012 and charted us through some very challenging waters. We encountered hostile elements and, at various moments, feared our little ship would capsize. Fortunately, the mast held and along our journey we’ve been graced with tremendous support from many sources. Without all of you, there would be no moment to celebrate. There are far too many to name all of you here. You know who you are. You are agency leaders, foundations, lobbyists, legislators, legislative aides, committee chairs, community leaders, certified residence operators and affiliate supporters whose investment of time, experience, knowledge and financial support empowered FARR to suit up, show up and hoist the sails yet another day. We salute you. This is your win!


In the still water, please allow us a moment to acknowledge just one agency specifically. We want all you to be aware of our deep and profound gratitude to this particular champion. The Florida Alcohol & Drug Abuse Association (FADAA) essentially adopted FARR without ceremony. This well-respected, non-profit organization headquartered in Tallahassee voluntarily assumed responsibility to support FARR in our mission to promote recovery residence standards. It is through their leadership, mentoring and ongoing commitment that we celebrate this day together. There is simply no way to overstate the contribution FADAA makes to ensure consumers of recovery support services, including those offered by recovery residences, are standards-based and deliver on their promise to place consumer wellness ahead of other considerations. We are humbled and honored by FADAA’s continuing contribution to the FARR Mission.

Join us in Orlando August 3rd-4th for the FARR Golf Tournament and 2015 FARR Summit, then stay for Florida’s Premier Behavioral Health Annual Conference August 5-7th hosted jointly by FADAA/FCCMH. FADAA has added a “Recovery Track” to the annual conference that promises to provide quality informative content. The Orlando Omni ChampionsGate Hotel is a beautiful venue and the FARR Summit will seat 300 for morning and afternoon keynote presentations by nationally acclaimed speakers. Dr. Ijeoma Achara will discuss “Recovery Capital” as the underlying mission of recovery residences. Mr. John Shinholser, co-founder of the McShin Foundation, will address “Building Recovery Ready Communities”. Seating is expected to sell out quickly as the result of media coverage surrounding the passage of HB 21 into law.


We recommend that parties who have a genuine interest in the keynote topics, as well as those vested in learning more about the impact this legislation will have on the substance use treatment and recovery support services industries, should register immediately. The same holds true for potential sponsors and exhibitors. Opportunities to participate in the 2015 FARR Summit are limited. In fairness to all, reservation is offered on a first-come, first-serve basis. Over the remainder of June, media coverage promises to drive registration and we anticipate a sold out conference by early July. Together, we will build a model here in Florida that might be duplicated throughout the nation.
