Ethics

All persons working in a FARR Certified Recovery Residence are expected to execute and adhere to both the NARR and FARR Code of Ethics: It is the obligation of all recovery residence owners/operators and staff to value and respect each resident and to put everyone’s recovery and needs at the forefront of all decision making.

The Code of Ethics must be read and signed by all those associated with the operation of the recovery residence. All persons in a position of authority within the home are assumed to be familiar with the Code of Ethics and are required to adhere to its terms.

This statement commits the signatory to adhere to this Code and to maintain a vital concern for the lives and well-being of all residents, staff, volunteers, and family members. Individuals subject to this code are obligated to report unethical practices.

Grievance Policy

It is the policy of The Florida Association of Recovery Residences (FARR) to ensure Certified Residences and stakeholders’ grievances are overseen and investigated respectfully, appropriately, and professionally.

The Formal Grievance Procedure should be used to resolve an interpersonal conflict between individuals and to report issues with existing FARR policy that a Certified Residence believes should be examined prior to the next scheduled annual policy review meeting.

The Formal Grievance Procedure should not be used for retribution or personal/agency gain.

Compliance Proceedings

Possible sanctions for the violation of the FARR Code of Ethics or Standards include but are not limited to:
1. Written Reprimand: A Written Reprimand with request for Corrective Action and follow-up review.
2. Summary Suspension: Summary Suspension with request for Corrective Action and follow-up review.
3. Revocation of Certification
4. Denial of Application for Certification with FARR.
The Compliance Committee may consider the applicant’s or agency’s past history in regard to sanctions and disciplinary actions when determining the appropriate sanctions for the current grievance case.

Compliance Committee Charter

The role of the FARR Compliance Committee is to review recovery residence compliance issues and provide recommendations associated with initial and ongoing certification as well as audits, monitoring, and oversight. The Compliance Committee has authority over the recovery residence certification process in accordance with documented standards and is tasked with developing policies and protocols. The Compliance Committee is comprised of diverse individuals with the required expertise and qualifications to make determinations regarding recovery residences and certification.

FARR's Compliance Committee

The Compliance Committee composition encompasses volunteer certified recovery residence administrators (CRRAs) of levels II-IV, with knowledge of level I operating protocols, and one volunteer professional (preferably an attorney).

The Compliance Committee will represent to the best of it’s ability the geographic reach of the State. The committee will have no more than (7) seven members, (2) two CRRAs from levels II-IV certified recovery residences and (1) volunteer professional.
